About Us

 

Bishop Carr is a devoted husband to Jonlyn Carr, his Nubian Queen! They have two sons, Ricky and Ryan. He serves as the Senior Pastor of International Kingdom Life Center in Newport News, Virginia. He is also the Presiding Bishop of the East Coast Diocese and a member of the Executive Board of Bishops of International Bible Way. 

 

Bishop Carr earned his Bachelor's Degree in Theology, Masters Degree in Pastoral Counseling, and Doctorate Degree in Religious Education from Andersonville Theological Seminary. He is a Licensed Clinical Pastoral Counselor with Advanced Certification from the National Christian Counselors Association. He is a certified temperament counselor and a member of the Sarasota Academy of Christain Counseling.  

 

Bishop Carr is also a well-established businessman. He has been licensed by the IRS as an Enrolled Agent, authorizing him to represent individuals and businesses with tax issues before the IRS. He started a tax resolution firm in Williamsburg, VA to accomplish this task. RJC Tax Advantage specializes in helping small businesses and clergy solve small and large tax issues. He is the author of several books and publications. Finally, he is an accomplished musician, recording artist with several releases, and a music executive. Bishop Carr wears many hats, but his primary motivation is advancing the Kingdom's message of caring and sharing. He has a heart and a plan to help advance the small church.  

 

East Coast Diocese

 

Years prior to the start of the East Coast Diocese (ECD), Bishop Dr. Ricky E. Carr, Sr. was asked by several bishops in International Bible Way to consider starting a diocese in the state of Virginia. However, he communicated to them that he needed to be confident and convinced that this was God’s will. Well, in 2019, the ECD was birth from the heart of Bishop Carr with the laying on of hands of Chief Apostle Willie Rookard. He has studied the work of the founding father of IBW and believes in his vision. The vision of ECD is the restoration of the small church. 

 

Most pastors have been trained and prepared to write sermons and guide the congregation’s spiritual life. However, the administrative side of ministry has caused many pastors to struggle. We want to focus on one of the most forgotten spiritual gifts, administration. According to 1 Corinthians 12:28, “And God hath set some in the church, first apostles, secondarily prophets, thirdly teachers, after that miracles, then gifts of healings, helps, governments, diversities of tongues.”

 

Since the migration of the small church from the inner cities to the suburbs, membership rolls decreased, and the ability for the small church to receive quality administrative services became unrealistic, until now. The East Coast Diocese has started a program called RESET. The program is design to help pastors develop healthy churches by guiding them through experiences to align vision, strategy, team, and action. With the RESET Program, you have an experience ally helping you place the right people in the right assignment. The RESET Program focuses on the strengths of your team through our temperament analysis program. 

 

International Bible Way Church of Jesus Christ

 

 

International Bible Way Church of Jesus Christ, Incorporated, was born out of a National Pentecostal Ministerial Conference, September 25-29, 1957 at Bible Way Church, 1130 New Jersey Avenue, N.W., Washington, D.C., U.S.A. led by Elders Smallwood E. Williams, John S. Beane, McKinley Williams, Winfield A. Showell, James I. Clark, Joseph Moore, and others, some of whom were former officers of the Church of Our Lord Jesus Christ of the Apostolic Faith.

 

This Conference was called to consider some administrative practices, which the group was convinced were inconsistent with collective New Testament leadership as practiced by the Apostles, and authoritarianism, which they could no longer tolerate. From the Conference, five ministers were consecrated Bishops, namely, Elders Smallwood E. Williams, Washington, D.C., Presiding Bishop; John S. Beane, Petersburg, VA; McKinley Williams, Philadelphia, PA; Winfield A. Showell, Baltimore, MD, and Joseph Moore, Brooklyn, NY. Bishop John S. Holly of Chicago, IL, officiated.
